We have expertise in the operations and maintenance (O&M) of infrastructure assets for decades after their construction. This often includes routine and preventive maintenance of all assets and renewal and rehabilitation in accordance with the hand-back requirements of the project. In the case of toll roads, it also includes the collection of tolls.

SH 288 Toll Lanes
The SH 288 express lanes in Houston use congestion management pricing to optimize traffic flow, allowing toll prices to fluctuate periodically throughout the day based on traffic conditions and demand in the corridor to maintain consistent traffic flow. Supported by 11 toll zones, 14 toll points, and a robust ITS network with over 80 vehicle detection systems and 40 CCTV cameras, the system achieved key metrics such as 99.96% transaction creation and 99.5% video image capture accuracy, all while maintaining interoperability with multiple transponder systems. We conducted proactive inspections and specialist maintenance to ensure system reliability, achieving less than a 1% technical loss.

Operations and maintenance of the tolling roadside equipment, tolling systems, and tolling operations back office was managed through a schedule of regular inspections and maintenance activities. These included daily patrol inspections, annual toll gantry system visual inspections, annual ITS system inspections, and specialist inspections on a five-year cycle (or sooner depending if observed conditions warrant it). ITS and ETC systems maintenance adhered to manufacturer recommendations and was based on the equipment operating conditions as well as any other issues identified during inspection. 

Fargo-Moorhead Stormwater Diversion Channel
S&B USA Concessions, as a part of the Red River Valley Alliance (RRVA), has begun operations and maintenance of completed sections of the Fargo-Moorhead Stormwater Diversion Channel in North Dakota. The O&M period for this project is for 30 years following the project’s milestone completions.

The scope of this project includes a 30-mile stormwater diversion channel, a diversion outlet, and two aqueducts on the Maple and Sheyenne Rivers, as well as 14 drainage inlets, three railroad crossings, two pairs of interstate highway bridges, and 12 county road bridges.

PennDOT Major Bridges
The PennDOT Major Bridges P3 Project is replacing six essential interstate bridge locations across Pennsylvania through a Progressive Design-Build-Finance-Maintain delivery method. The partners expect to reach substantial completion of construction by summer 2028. S&B USA Concessions is a member of the developer, Bridging Pennsylvania Developers 1 (BPD1). As the bridges and associated assets owned by PennDOT are completed, BPD1 will continue to maintain them for a period of 35 years. BPD1 will deliver a solution for PennDOT that balances upfront design and construction (D&C) costs with long-term maintenance, ensuring the best value over the project's lifecycle. Key aspects including pavement design, bridge-bearing locations, and maintenance schedules will be carefully reviewed to optimize routine and major maintenance interventions. This approach minimizes disruptions while meeting key performance indicators. The maintenance and design-build teams will collaborate to develop cost models and a lifecycle cost schedule, ensuring efficient and cost-effective operations throughout the 35-year concession term.
