S&B USA: Thinking Globally, Acting Locally

S&B USA, the U.S. arm of Shikun & Binui Ltd., is a leader in alternative delivery, combining global expertise with local autonomy. Through our two groups—S&B USA Concessions, specializing in development, financing, operations, and maintenance; and S&B USA Construction, specializing in construction management with a self-performing entity, Fay—we deliver innovative infrastructure solutions. Fay has acted as a cornerstone of heavy civil construction in the Mid-Atlantic for over 75 years. By also leveraging over a century of global experience, S&B USA drives progress and resilience in communities through alternative delivery projects that tackle complex infrastructure challenges.

We are one of the few companies offering this full breadth of services, enabling us to take on larger, more complex projects than ever before. Currently, we are leading two major public-private partnership (P3) initiatives: the PennDOT Major Bridges project—the largest bundled bridge program delivered under a P3 agreement—and the Fargo-Moorhead Flood Diversion Channel—the first green-financed, split-delivery, large-scale flood protection and resiliency P3.
 

Expanding S&B USA's Footprint in the U.S.

Shikun & Binui Ltd., Israel’s leading infrastructure and development company with a 100-year legacy, expanded into the U.S. market in 2012 to focus on P3 asset development. The SH 288 project in Texas marked its first major U.S. endeavor, with S&B USA serving as both a development partner and a member of the construction joint venture.

To strengthen our U.S. presence, S&B USA sought self-performing construction capabilities, leading to the 2019 acquisition of Fay’s parent company. This strategic move gave S&B USA hands-on expertise in the U.S. market while providing Fay access to Shikun & Binui's global knowledge in large-scale design-build and P3 projects. S&B USA established its headquarters in Pittsburgh, PA, further cementing its U.S. role as a leader in alternative delivery and infrastructure development.

Our global presence traces back to the early days of the State of Israel, where we began integrating our work in the nation's landscape nearly 25 years before it gained independence. We've constructed vital infrastructure like roads, bridges and multi-family housing; pioneered innovations such as desalinization plants and solar fields; and created some of the nation's founding landmarks, including the iconic Knesset.

In our hometown of Pittsburgh, Fay, S&B USA Construction's legacy is etched into the city's history. We've built landmarks like the casino amphitheater, the North Shore Water Steps and the pedestrian bridge connecting the Point to the stadiums. We are also proud providers of navigable waterways through our two-decade relationship with various locks and dams located along the Monongahela and Ohio Rivers. Our recent ventures have expanded to include transformative endeavors such as the creation of downtown's Frankie Pace Park, the road and bridge infrastructure that connects to the new Pittsburgh International Airport terminal, and a statewide P3 project that is delivering six major bridge packages.

Venturing into Baltimore, Fay's influence is unmistakable along the vibrant Inner Harbor, where our streetscape enhances the urban landscape. Our influence extends further, including vital contributions to the network of roads and bridges, such as the critical arteries of the I-495 Beltway and surrounding areas, as well as vital marine infrastructure in the bustling Port of Baltimore.

In Virginia Beach, Fay has played an indispensable role in construction infrastructure. There, we have built infrastructure for the Norfolk Naval Shipyard's facility, as well as essential roads and bridges that knit together the fabric of Hampton Roads, the latter of which reflects our commitment to progress and connectivity to every community in which we serve.

We offer a diverse portfolio that encompasses a variety of transformational large-scale infrastructure or megaprojects including P3s. Our work on these projects demonstrates how a combination of the local self-performing construction expertise of Fay, S&B USA Construction and the resources of S&B USA uniquely position us to continue driving progress and connectivity throughout the Mid-Atlantic region and beyond.
