Bridging Pennsylvania Partners, led by equity members Shikun & Binui Concessions USA Inc and Macquarie Infrastructure Developments LLC was short-listed by PennDOT for their Major Bridge P3 Initiative. The Lead Construction DBJV for this team is comprised of Shikun & Binui – America, Inc. and FCC Construccion. Also supporting this team is SAI Consulting Engineers, Inc as the Independent Quality Firm and STV Incorporated as the team’s Lead Engineering Firm.

The Lead Construction DBJV for this team is comprised of Shikun & Binui – America, Inc. and FCC Construccion. The Bridging Pennsylvania Partners team is represented by local firms throughout the consortium, including Shikun & Binui Concessions USA Inc and Shikun & Binui – America, Inc. that are headquartered in the State of Pennsylvania, and with a 20-year long track record of successful project delivery with Penn DOT, having worked in all PennDOT districts.

Shikun & Binui Concessions is currently the leading equity partner on the $1 billion 52-year DBFOM SH 288 Toll Lanes Project in Harris County, Texas and was recently awarded, as part of a consortium, the $1.5 billion Fargo-Moorhead Diversion Channel P3 which is the inaugural P3 project for the U.S. Army Corps of Engineers. Internationally, Shikun & Binui is a world leader in P3 project delivery with more than 30 P3 projects.

Bridging Pennsylvania Partners was selected based on criteria including experience, investment and financial experience and overall approach to deliver all project requirements.

The next step in the process will be for Bridging Pennsylvania Partners to submit a Request for Proposals (RFP) response. PennDOT is anticipating that the RFP will be released before the end of the year with responses due in early 2022 and selection anticipated in the spring of 2022.

The selected private development entity will enter into a pre-development agreement to include select bridges and associated infrastructure. Currently there are nine bridges that could potentially be part of this package.
