Pittsburgh, PA (March 30, 2026)- Fay, S&B USA Construction (Fay), a Pittsburgh-based firm specializing in heavy highway and heavy civil infrastructure projects in the Mid-Atlantic region, has been awarded a $31 million contract by the Virginia Department of Transportation (VDOT) to install new sound barrier walls on part of I-264 in the city of Portsmouth, Virginia.
The project consists of constructing approximately 8,960 lineal feet of sound barrier wall in nine sections along I-264 eastbound and westbound in the City of Portsmouth. This site is between Rodman Avenue and the Fredericksburg Boulevard Interchange, and between Martin Luther King, Jr. Expressway and Richmond Road.
Construction will begin in the spring of 2026 and will continue through October 2027 in three phases:
• Phase 1 – install temporary traffic control, clear and grub sites, and relocate intelligent transportation systems (ITS);
• Phase 2 – install drilled shaft foundations and 160,000 square feet of sound wall panels; and,
• Phase 3 – complete work including grading, paving, seeding, and permanent barriers and signage.
Work Advancing on VDOT I-64/I-464 Interchange
In another highway project for VDOT in Hampton Roads, Fay is advancing a companion design-build project at the I-64/I-464 interchange in Chesapeake, improving ramp connectivity and adding a direct connection from I-64 east to Route 168 south. Fay expects to complete this project in late summer 2027.
